Enoama is vendored through the Regional Center of the East Bay (RCEB) to provide Independent Living Services to adults with developmental disabilities throughout Alameda and Contra Costa Counties.
About RCEB
The Regional Center of the East Bay coordinates services for individuals with developmental disabilities under California’s Lanterman Developmental Disabilities Services Act. RCEB is one of 21 regional centers funded by the California Department of Developmental Services (DDS).

Enoama is approved by RCEB to deliver Independent Living Services under California Title 17 regulations. Services are funded through the Regional Center on behalf of eligible individuals — there is no out-of-pocket cost to clients receiving services through their Regional Center authorization.
We follow all RCEB requirements for service delivery, documentation, and reporting, including semi-annual progress reports to the Regional Center, special incident reporting, and annual program evaluation.
Self-Determination Program (SDP)
We’re open to working with individuals enrolled in the Self-Determination Program who choose to direct their own services. If you’re an SDP participant interested in Enoama as a provider, please reach out — we’ll walk through what that looks like together.
For Regional Center service coordinators
We aim to make working with Enoama easy. Here’s what to expect:
- Prompt referral response. We acknowledge new referrals within two business days and schedule intake within the timeframe authorized.
- Clear documentation. ISPs delivered within 30 days of receiving the IPP. Semi-annual progress reports submitted on time, every time.
- Open communication. Direct phone and email access to program leadership for any question or concern, not just at scheduled review meetings.
- Compliance from day one. Title 17, HCBS Final Rule, special incident reporting, attendance tracking, and annual program evaluation — all maintained to audit-ready standards.
